A Comprehensive Analysis of Impact of Travel Time Reliability on Congestion Management Strategies

In this proposal, a general framework was developed to include travel time reliability in the planning process that can then be employed to improve the consideration of non-recurring congestion effects and operational improvements and strategies. More broadly, the innovation from this proposed high risk, high pay-off, research provides the tools and techniques needed to support the national strategy to reduce traffic congestion in American urban areas, and highlights the intricate linkage between operations and planning in congestion management efforts.
